“An event worth waging: exploring regulatory issues with payroll impacts,” describes Capital Summit and how it will put attendees on the leading edge of payroll compliance. The event will be held back in person in Washington, D.C., March 21-22.
The Summit, sponsored by DailyPay, offers attendees an in-depth look at current compliance issues for payroll processing with topics presented directly by the federal and state agencies responsible for implementation and enforcement. Other sessions will offer attendees a range of learning from understanding nexus and employee presence for the new hybrid work environment to privacy and biometrics and electronic payments for payroll. Attendees can earn 14 RCHs, 1.40 CEUs, or 14.0 CPE credits during the two-day Summit.
New Security-Privacy Sessions
Cary Scardina, a special agent in certified information systems from the FBI’s Major Cyber Crime Squad, and Deborah Tam, CPP, a senior editor and author with payroll security expertise from Thomson Reuters, will explore security issues and measures for payroll professionals. You won’t need a password to authenticate your identity to learn about payroll risks and how to react if a problem should arise.
Attendees will also hear from Ronald Taylor, Esq., a partner at Venable LLP, and Robin Burroughs, Esq., a Venable associate. Both will share information about privacy laws that can restrict employers from sharing payroll data, collecting information about employees and beneficiaries, and integrating biometrics into timekeeping systems, payroll management, and employee portal systems.
Federal Session Q&As
Move over talk shows, here comes Capital Summit. This year’s event features conversations with leaders from the DOL’s Wage and Hour Division (WHD) and the IRS. These sessions are much different than WHD and IRS presentations from past years. This year’s sessions will feature the co-chairs of the APA’s Government Relations Task Force (GRTF) Federal Issues Subcommittee. Vice President of Payroll Tax at Entertainment Partners Becky Harshberger, CPP, and Director of Payroll and HRIS at OneAmerica Jon Schausten, CPP, will host these agency leaders in payroll-specific questions and answers.
Child Support Panel Discussion
Hot topics in child support will be presented from a payroll/employer, federal, and state agency perspective with a new panel discussion. Speakers include ADP’s Director of Government Affairs–Wage Garnishments Corrinne Flores, who also chair’s APA’s GRTF Child Support Subcommittee; Sherri Grigsby, Manager of the Employer Services Team in the OCSE at the U.S. Department of Health and Human Services; and Eileen Stack, Esq., Deputy Commissioner of the Division of Child Support Services within the New York Office of Temporary and Disability Assistance. You won’t want to miss the discussion on electronic communication capabilities, verification of employment, withholding for independent contractors, and more.
Unemployment, FinTech Sessions
COVID-19 emphasized problems with the national unemployment insurance system, from state trust fund insolvency to fraudulent claims. Unemployment considerations will be discussed by Douglas Holmes, President of the UWC–Strategic Services on Unemployment and Workers’ Compensation, and Mindy Mayo, CPP, Managing Director at KPMG LLP, who is also team lead on APA’s GRTF Unemployment Insurance Workgroup – State.
The Federal Reserve Bank of Chicago’s Vice President of Industry Relations Tim Boike will join Nacha’s Senior Director and Group Manager of Government and Industry Relations William Sullivan to talk about advancements in fintech payment systems with payroll impacts, including ACH and FedNowSM.
Other Federal Sessions
The APA’s annual Capital Summit would not be complete without presenters from the SSA, U.S. Department of Homeland Security, U.S. Department of Justice (DOJ), and APA representatives on IRS advisory committees. Team Lead in the SSA’s Office of Electronic Services and Technology Matthew Newton will provide an update on agency modernization of online business systems and other resources to assist payroll professionals with compliance.
Dave Basham, Form I-9 and E-Verify Speaker within the Verification Division at the USCIS, and Alberto Ruisanchez, Esq., Chief of the Immigrant and Employee Rights Section within the DOJ’s Civil Rights Division, will talk about employment verification, compliance, and new thinking brought about by COVID-19 and increased remote work.
Also, APA representatives Martin Armstrong, CPP, Vice President of Payroll Shared Services at Charter Communications, and Kimberly Pederzani, Compliance Manager of the Employee Cloud at Toast, Inc., will share their experience of participating on IRS advisory committees. There is no more important a role then to advance the payroll industry through volunteer service, especially to offer recommendations to government leaders.
State Nexus Issue Covered
ADP’s Vice President of Government Relations Pete Isberg will lead a discussion on nexus and employee presence in hybrid home/office arrangements. As co-chair of the APA GRTF State and Local Topics Subcommittee and participant in the GRTF Temporary Presence Workgroup, Isberg is in tune with state tax laws and regulations, labor laws, benefits, reporting, recordkeeping, and registration requirements when employees are invited to work from anywhere. He knows compliance can be difficult and frustrating, so he’s here to help.
Capital Summit will close with a presentation by Connor Mykins, CAMS, Government Relations Manager for Paychex, who will provide an overview of critical legislative and regulatory proposals in the payroll space.
