APA’s Capital Summit brings government decision-makers and leading payroll experts together with APA members to discuss the impacts of laws and regulations on payroll professionals. The 2019 Capital Summit will take place on March 25-26 at the historic Omni Shoreham Hotel in Washington, D.C.
New for 2019 at the Capital Summit are sessions on:
- The gig economy and what it means for payroll
- Data privacy and mandatory digital authentication standards considered by government agencies
- On demand pay and its impact on payroll
- Retirement plan policy and rule changes at the federal and state levels
APA’s Capital Summit also features updates from the IRS, the U.S. Department of Labor, Social Security Administration, U.S. Citizenship and Immigration Services, U.S. Department of Justice, and the Office of Child Support Enforcement. Additionally, APA members will share their experiences on IRS advisory committees, and payroll experts will discuss a variety of payroll-related state issues. The program will also feature insights on the current political climate and what payroll can expect to see going forward.

The Gig Economy: As the gig economy expands in the employment marketplace, legislators and regulators are beginning to take a serious look at policy shifts with potential impacts on payroll management. The discussion will explore the definition of independent contractor, tax withholding requirements, and more.
Data Privacy and Authentication: Because of identity theft and data security concerns, authentication processes keep changing. Federal agencies are required to comply with new security requirements established by the National Institute of Standards and Technology, which raise some significant downstream issues for payroll.
On Demand Pay: On demand pay means that employers can give their employees faster access to their pay, such as the ability to pay employees daily. Presenters will discuss how on demand pay programs work and the regulatory issues associated with different approaches.
Retirement Plan Policy Changes: With the change in congressional leadership, long-overdue retirement plan enhancements are likely imminent. Proposed legislation focuses on fixing problems with multiple employer plans, pressuring employers to offer retirement plans, and increasing savings opportunities.
