Capital Summit Puts You on Leading Edge of Payroll Compliance

With a new presidential administration now in office, changes are expected that will directly impact payroll professionals. Come to the 2025 Capital Summit to find out what’s happening and the impacts these leadership changes could have on payroll management. 

PayrollOrg’s annual 2025 Capital Summit will take place March 17-18 at the Hilton Arlington National Landing in Arlington, Va., near Ronald Reagan Washington National Airport.

Hear Latest Legislative, Regulatory Requirements

The Capital Summit will start with an overview of legislative and regulatory trends describing the troubles the government has identified and the remedies in play. Learn what changes have passed, what is still to come, and what proposals have failed to move forward.

On day 1, District of Columbia Mayor Muriel Bowser will join the Summit for a lunch-time keynote on leadership at the forefront. Bowser has served as mayor since 2015, focusing on global and national competitiveness, racial equity, economic development, and healthcare for underserved communities.

Next, will be a session on paid leave mandates at the state level. Paid leave is one of the most difficult compliance areas to track and calculate for payroll professionals. In this session, the presenter will talk about mandates, opt out requirements, types of leave, definitions, calculations, and more.

Kathleen McLeod Caminiti, Esq., and Eleanor F. Miller, Esq., with the law firm Fisher & Phillips, LLP, return to Capital Summit with a presentation on pay transparency. The pressure on employers to ensure equitable pay for employees has never been greater. Many states are implementing pay transparency requirements with significant risks for employers that don’t comply. How do payroll providers and compensation professionals understand the vast array of legal requirements and assist their companies with compliance efforts? Attendees will come away prepared to face the rising tide of pay transparency requirements from a position of confidence and poise.   

During the 2024 Capital Summit, attendees heard a high-level presentation on artificial intelligence (AI). In 2025, the Summit will get down to the details on how AI is being used in payroll management and what to expect going forward. AI is not just for information intelligence departments. Payroll professionals need to know about AI to prevent compliance mistakes.

A traditional highlight of the Capital Summit is a presentation from the IRS. Daniel Lauer, the IRS’s Director SB/SE Examination–Specialty Tax, will discuss the agency’s electronic communication services, federal employment taxes, and the Tax Cuts and Jobs Act (TCJA). He will also take time to answer your federal employment tax questions.

Returning to the Summit is the U.S. DOL’s Wage and Hour Division. Learn what’s happening with overtime rules, significant court cases regarding employer violations of the Fair Labor Standards Act (FLSA), emphasis on misclassification of workers, and considerations for remote workers.

Two sessions—one federal and one state—will also occur on the topic of child support that will include initiatives to improve the child support reporting and withholding processes. Attendees will hear directly from government decision-makers, including Deputy Director, Division of Federal Systems, in the federal Office of Child Support Services (OCSS) Sherri Grigsby and Child Support Enforcement Director with the Louisiana Department of Children and Family Services Konitra Jack. Jack leads the National Council of Child Support Directors’ (NCCSD) Employer Collaboration Committee.

The SSA will talk about its modernized online business systems to improve the filing of information returns and verify social security numbers, including ongoing projects. The SSA will describe the opportunities to improve compliance through its electronic systems and share other important news with the payroll industry.

Also returning to speak about the data collected and analyzed by the U.S. Census Bureau is Charles Brady, Jr., Chief of the Outreach and Promotion Branch in the Economic Management Division.

Nathan Willner, Esq., Government Relations Director with the National Creditors Bar Association, will talk about variations in creditor garnishment requirements and procedures among states. The interactions between creditors, employees, and payroll can sometimes be a challenge. Join us for an information-sharing panel on the perspectives of payroll and creditors/attorneys.

Payment risk reduction is more real today with increased cyber incidents. PayrollOrg member James Colassano, Senior Vice President, RTP Business Product Management, with The Clearing House, will talk about reducing the incidence of successful fraud attempts and improving the recovery of funds after an incident.

Let’s not forget the Federal Reserve. Attendees will hear information on the role of the Federal Reserve in our financial system and some of its recent initiatives, including the FedNow® Service. The service went live on July 20, 2023, and is available to depository institutions in the United States to enable individuals and businesses to send instant payments through their depository institution accounts.
