APA’s Essential Publications Updated for 2019

The APA has released the 2019 editions of The Payroll Source®, Federal Payroll Tax Laws & Regulations, Federal Payroll Non-Tax Laws & Regulations, and APA’s Guide to State Payroll Laws. The major changes and developments that are important for your company’s payroll operations are highlighted below for each publication.

The Payroll Source® includes a complete explanation of the payroll compliance changes mandated by the federal tax reform law and the latest updates in payroll compliance areas, including tax and reporting, fringe benefits, garnishments, wage and hour, recordkeeping, and more. The Payroll Source® format includes a hardcover book and a softcover book containing an answer key, bonus CPP review questions and answers, and federal forms with instructions.

Federal Payroll Tax Laws & Regulations covers Internal Revenue Code provisions and IRS regulations covering items specifically included/excluded from gross income, employee pensions and annuities, non-qualified deferred compensation, deferred compensation plans for state and local governments, stock options, and 401(k), 403(b), and 457 plans.

Federal Payroll Non-Tax Laws & Regulations covers the Fair Labor Standards Act (wage-hour law), Family and Medical Leave Act, Immigration Reform and Control Act, Social Security Act, and the U.S. Department of Labor white collar exemption regulations.

APA’s Guide to State Payroll Laws contains information on the payroll-related laws and regulations in all 50 states, plus the District of Columbia and Puerto Rico. Topics include state and local minimum wage rates, state and local paid family/sick leave requirements, state and local scheduling laws, income tax withholding requirements, how federal tax reform has impacted the states, child support and garnishments, and unemployment insurance requirements.

In addition to the print editions, all four of these publications are available on the APA Bookshelf. The online publications are updated regularly as regulations change and are mobile friendly. They are available online individually, in the combination product Federal and State Payroll Compliance Resource (featuring The Payroll Source and PayState Update), or together in Payroll Source Plus. Multi-user licenses are also available for three or more users.
