In 2018, IRS doubled the number of payroll professionals selected to serve on its advisory committees by naming four additional APA members to their ranks.
IRPAC Appointment
APA Director Emily Lindsay, CPA, was appointed to the Information Reporting Program Advisory Committee (IRPAC) for a one-year term.
For APA, Lindsay currently serves on the Board of Directors, is an active participant in the Government Relations Task Force (GRTF), and is a presenter with the National Speakers Bureau. She was named Payroll Woman of the Year in 2004 and inducted into APA’s Hall of Fame in 2007. Lindsay teaches undergraduate and graduate courses in accounting and business administration as an Executive in Residence at American University, Kogod School of Business, in Washington, DC.
Lindsay joins APA Corporate Member Advisor James Paille, CPP, on IRPAC and replaces Emily Rook, CPP, whose term expired at the end of 2017.
IRPAC’s mission is to provide an organized public forum to discuss relevant information reporting issues of mutual concern to IRS officials and the public. Advisory committee members provide constructive observations regarding current or proposed IRS policies, programs, and procedures, and also propose improvements to information reporting operations.
IRSAC Appointment
Martin Rule, CPA, has been selected to serve on the IRS Advisory Council (IRSAC), in its Digital Services Subgroup.
Rule is a certified public accountant at Deloitte Tax LLP in Chicago. He is also a part-time lead tax instructor at DePaul University, where he develops and presents lectures for the individual income tax module of the school’s Certificate of Financial Planning Program. As a member of APA’s GRTF Subcommittee on IRS Issues, he contributes to discussions on draft forms and instructions; identity theft and tax fraud; and e-services security, authentication, and functionality.
IRSAC was established in 1953 as a public forum for senior IRS executives and public representatives to discuss tax administration issues. IRSAC’s mission is broadly defined to review existing tax policies, recommend new or revised policies, consider operational improvements, and offer recommendations on IRS procedures and programs.
Also serving on IRSAC in 2018 is APA Vice President Stephanie Salavejus, CPP, now in the final year of a three-year term.
ETAAC Appointments
Two APA members were appointed to three-year terms on IRS’s Electronic Tax Administration Advisory Committee (ETAAC): Luanne Brown, CPP, and Jenine Hallings.
APA Director Luanne Brown, CPP, is an active member of the GRTF IRS Issues Subcommittee. At the local level, Brown has been a member of the APA’s West Michigan Chapter since 1999 and has served two terms as the chapter’s president. Brown is the Director of Payroll Services for Grand Valley State University. In that role she places a major emphasis on data security. Brown is an expert in communicating to employees the importance of protecting personal data and following procedures if information has been compromised.
Jenine Hallings is a subject matter expert on federal, state, and local taxes and serves on the GRTF State and Local Taxes Subcommittee.
In addition to her APA membership, she is the chair of the State Issues Committee at the National Payroll Reporting Consortium, a nonprofit trade association of organizations that provide payroll processing and employment tax services, which sometimes partners with APA when responding to payroll-related matters.
Hallings is a Compliance Risk Manager for Paychex, leading a team responsible for researching, analyzing, and communicating legislative and regulatory changes impacting the company and its clients and partners.
ETAAC’s goal is to support the IRS in paperless filing as the preferred and most convenient method of filing tax and information returns. Appointees work closely with the Security Summit, a joint effort of the IRS, state tax administrators, the tax software industry, and payroll professionals to fight identity theft and refund fraud.
