PayrollOrg’s annual 2026 Capital Summit will takeplace March 16-17 at the Hilton Arlington National Landing Hotel in Arlington, Va. The location is near Ronald Reagan Washington National Airport.
Based on recommendations from past attendees, there have been a few schedule changes this year. For example, the lunch sessions on both days will be dedicated to attendee networking and the conference will end earlier on the second day so attendees can avoid Washington, D.C., traffic.
A Program of Regulatory Updates
The Capital Summit begins with a framework to foster a sense of camaraderie among attendees. Setting the tone for the conference is President of the National Payroll Reporting Consortium and Vice President of Compliance Programs and Government Affairs at ADP, LLC, Dan Lewis, Esq., who will open the Capital Summit with an overview of the legislative and regulatory issues with potential payroll impacts.
Later, Mike Baer, CPP, President of Baer Unlimited, and Tony Peculic, Vice President of Product and Technology at Marqeta, will share their insights on alternatives to employee pay examining how, what, and when we pay workers. As technology and financial tools evolve, so must payroll understand employer and employee demand for flexibility.
One of the most complicated compliance tasks for payroll professionals is managing multistate workforces, including income taxes, unemployment insurance, tracking employee locations, reciprocal agreements, base of operations, temporary and transitory work locations, and more. Ogletree Deakins attorneys Stephen Kenney, Esq., and Michael Mahoney, Esq., will demystify the law so attendees can run their operations with confidence.
New to the Capital Summit is an examination of local payroll taxes with Timothy Wallen, CPP, Director of Business Services and Payroll Consultant for Fit Money CPA, and Kelly Westfall, CPP, Head of Payroll at the GDP Group. Local payroll tax compliance has never been more complex. With hybrid workforces, employee relocations, and changing municipal tax rules, payroll teams are under pressure to get it right.
The Capital Summit would not be complete without attendees hearing directly from PayrollOrg’s government partners. Sherri Grigsby from the federal Office of Child Support Enforcement (OCSE) will talk about electronic management tools for child support and the next update to the Income Withholding Order (IWO) for Support. The topics will be discussed through an interview led by a PayrollOrg member to focus the issues on payroll processing.
With the implementation of H.R. 1, known as the One Big Beautiful Bill Act (OBBBA; Pub. L. 119-21), and the SECURE 2.0 Act, attendees will hear directly from the IRS about regulations and guidance. The session is designed to help payroll professionals navigate federal employment tax compliance and find answers to questions.
We also plan to have the Census Bureau talk about economic data and the surveys the agency is preparing. These surveys include collection of data from payroll professionals and can help employers make business decisions.
The Social Security Administration (SSA) continues to modernize its reporting systems for the Form W-2, Wage and Tax Statement, as well as business information systems. Presenters will talk about agency plans of importance to payroll management.
As the Federal Reserve expands its FedNow Service, more banks and financial institutions are signing up to help their customers. Attendees will learn about opportunities for making payments faster and more conveniently directly from the Federal Reserve’s Dan Gonzalez.
Capital Summit would not be complete without hearing from state and local government child support agencies. New York Deputy Commissioner of the Division of Child Support Services Eileen Stack, Esq., will share her insights on important child support issues, including income withholding, independent contractor reporting, and collaboration with payroll professionals.
With enhanced immigration law enforcement, employers must be vigilant regarding employment eligibility verification. U.S. Citizenship and Immigration Services (USCIS) will talk about the process with an emphasis on document review proficiency.
As the U.S. DOL takes another look at tips and overtime pay, compliance enforcement, classification of workers, and more, attendees will hear directly from Andrew Rogers, Esq., Wage and Hour Administrator, on what’s happening and the agency’s future plans.
