ETAAC Presents Annual Report to Congress

On June 24, the Electronic Tax Administration Advisory Committee (ETAAC) held its public meeting via conference call and released its Annual Report to Congress. The report includes recommendations to improve electronic tax administration and combat identity theft tax refund fraud (IDTTRF).

APA has two members on ETAAC: APA Director Luanne Brown, CPP, and Jenine Hallings.

ETAAC’s Recommendations

ETAAC’s report has 16 recommendations in four broad categories:

  1. Fund, modernize, and enable the IRS
  2. Defend and protect the tax system
  3. Improve the taxpayer experience
  4. Strengthen the Security Summit and the IDTTRF Information Sharing and Analysis Center (ISAC)

Although ETAAC completed the last year of its three-year plan to implement the National Institute of Standards and Technology (NIST) Cybersecurity Framework (CSF) for the tax industry in 2019, it plans to begin to implement the same framework for the payroll community in 2020. The payroll community worked with the Strategic Threat Assessment and Response (STAR) Work Group on the CSF guidelines. The CSF will help prevent cyber threats and IDTTRF.
