APA Government Relations Task Force Subcommittee Changes

The APA made changes to two subcommittees within the Government Relations Task Force (GRTF) to better reflect their missions and goals: (1) the IRS Issues Subcommittee name changed to the Federal Issues Subcommittee and (2) the Child Support and Other Garnishments Subcommittee was split into two groups, one for child support and the other for garnishments.

Federal Issues Subcommittee

The subcommittee’s name changed to Federal Issues to expand APA’s advocacy reach at the federal level, to let federal government entities know that APA is interested in what they do, and to offer APA members greater opportunities to get answers to regulatory questions and to affect the creation of laws and regulations that impact payroll management.

Historically, APA has engaged with the IRS and Social Security Administration. The APA also has expanded its advocacy on behalf of members to other federal agencies, such as the Small Business Administration on COVID-19 relief, the Equal Employment Opportunity Commission on pay data collection, and the Department of Labor on tip reporting, overtime pay, and more.

APA has advocated before Congress on behalf of payroll professionals on tax issues, healthcare benefits, business nexus, temporary presence and state income taxes, and the value of associations.

Child Support and Garnishments Subcommittees

While withholding for child support is a form of wage garnishment, it is administered differently than creditor garnishments. For some employers, child support and other garnishments are managed by different departments or individuals within a payroll department. As a result, APA’s participating members may be interested in just one or both subjects.
