APA Bestows Government Partner Award on OCSE’s Holdren

Cynthia Holdren, a child support specialist who has built a bridge between federal and state child support agencies and payroll professionals, is the American Payroll Association’s 2020 recipient of the Government Partner Award.

Holdren is Senior Associate with SLI Global Solutions and an Employer Services Specialist with the Office of Child Support Enforcement, a division of the U.S. Department of Health and Human Services.

“I’ve learned a lot from the payroll professionals that I’ve worked with,” Holdren said while receiving the award on Thursday, June 25, during APA’s Virtual Congress. “What I’ve learned is that you have to have a vast amount of knowledge and expertise as you keep learning new rules every year."

She recognized payroll professionals for the incredible partnership they share with her.

"Your strength is amazing," she said. "We can only thank you for what you do for the child support program."

Holdren played a pivotal role in a coalition effort to address the most effective processes for collecting child support from lump sum payments such as bonuses.

Her efforts have created a lasting atmosphere of cooperation on child support issues.

She has participated in APA’s Annual Congress, statewide conferences, and local chapter meetings and provides valuable guidance while attending meetings of the Government Relations Task Force Child Support and Other Garnishments Subcommittee.

Holdren also thanked her manager, Sherri Grigsby, Manager of Employer Services for the OCSE.

“We work together, each bringing our strengths to the contributions and the final outcomes we achieve,” she said.

APA’s Government Partner Award recognizes government employees who work with the Association to help payroll professionals everywhere.
