Eileen M. Stack, Esq., received PayrollOrg’s 2026 Government Partner Award on July 9 during the 2026 Virtual Congress. For more than a decade, Stack served as a key contact for PayrollOrg members and shared important compliance information related to federal and state child support issues.

Stack, who is the Deputy Commissioner of the Division of Child Support Services at the Office of Temporary and Disability Assistance for the State of New York, said she was both surprised and honored to receive a personal letter from PayrollOrg Executive Director Dan Maddux notifying her of the award.

“I was incredibly touched to receive the award and recognition of the wonderful and committed work between PayrollOrg, payroll professionals, and the child support program leaders to ensure the best and most efficient delivery of statutory and regulatory requirements,” she said. “Thank you very much for this unexpected and very impactful honor.”

Stack has presented several times at the annual Capital Summit and at Payroll Congress, where she has shared key insights on child support issues, lump-sum payments, new hire reporting, independent contractors, and more. She has also partnered with PayrollOrg on the National Council of Child Support Directors’ (NCCSD) Employer Collaboration Committee and ensured PayrollOrg’s participation in the semiannual New York State and New York City child support conferences.

“Better understanding of our respective roles and responsibilities through New York’s semiannual conference has been an important goal for New York’s child support program, and we are grateful for the ongoing partnership,” said Stack. “I am so grateful for the opportunity to engage with the many payroll professionals and leaders to ensure the best possible delivery of our program’s services.”
